DIAMOND FOR HILLARY AND MEMBERS OF CONGO GOVERNMENT?

I just spoke with somebody who is currently in Kivu and they told me that recently less than a month ago, there was soil erosion in a village called Luwija. Curiously, after the erosion, the local saw diamond surfacing here and there. Is this part of the puzzle explaining the current visit of Hillary to the Congo? Or the multiple trips of member of the governments who for most is there first time to the region?
